Tax Extension for Californians in Counties Designated as Disaster Areas
Individuals and businesses in the counties below qualify for a federal and state tax filing extension and relief.

- Calaveras, Colusa, Contra Costa
- Del Norte, El Dorado, Fresno
- Glenn, Humboldt, Inyo
- Kings, Lake, Los Angeles
- Madera, Marin, Mariposa, Mendocino, Merced, Mono, Monterey
- Napa, Nevada
- Orange, Placer, Riverside
- Sacramento, San Benito, San Bernardino, San Diego, San Francisco, San Joaquin, San Luis Obispo, San Mateo, Santa Barbara, Santa Clara, Santa Cruz, Siskiyou, Solano, Sonoma, Stanislaus, Sutter
- Tehama, Trinity, Tulare, Tuolumne
- Ventura
- Yolo, and Yuba counties
All qualified taxpayers residing in the above areas will automatically receive filing and payment relief, changing the filing date from April 18, 2023, to November 16, 2023. Any others who reside or have a business outside those areas can call the IRS disaster hotline at 866-562-5227 to request the same tax relief at the federal level.
Claim a Disaster Loss:
Taxpayers who incurred casualty losses from the designated disaster that were not covered by insurance or other means of reimbursement, have the option of claiming disaster-related casualty losses on their federal and state income tax return for the 2022 tax year. Other Tax Relief Includes:
Eligible taxpayers will have until October 16 to make 2022 contributions to their IRAs and health savings accounts.
Farmers who choose to forgo making estimated tax payments and normally file their returns by March 1 will now have until October 16 to file their 2022 return and pay any taxes due.
Quarterly estimated tax payments usually due January 17, 2023 can be skipped and will instead be due October 16.
The IRS and FTB will waive the usual fees and requests for copies of previously filed tax returns. For copies of previously filed federal returns, taxpayers should put the assigned Disaster Designation, “California, severe winter storms, flooding, and mudslides,” in bold letters at the top of Form 4506, Request for Copy of Tax Return, or Form 4506-T, Request for Transcript of Tax Return, as appropriate, and submit it to the IRS. For copies of previously filed state returns, taxpayers should use form FTB 3516 and write the name of the disaster in blue or black ink at the top of the request.

Update 10/17/23:
The IRS and FTB have issued another filing extension to those living in disaster affected counties. The deadline to file and make payments is now November 16, 2023.

Update 6/7/23:
The IRS and FTB originally extended the tax deadline to May 15, 2023 to taxpayers without penalty residing in areas affected by the storms, flooding, and mudslides. In June, the IRS issued a statement reassuring that those living in disaster affected counties had until October 16, 2023 to file and make payments. They mailed letters to those with a balance due to fulfill a legal requirement, but recipients of the letter who live in affected counties still had until the extended deadline to file.
